During his speech, Kemp instructed participants to be bold and courageous, speak truth to power, and encourage high-velocity learning. ELDP is designed to instill and improve enlisted leadership attributes; allowing senior enlisted leaders to operate more effectively with commander's intent to make sound and ethical decisions, anticipate, communicate and mitigate risk while conducting joint operations.
