
Commander (CDR) Todd
J. Offutt, U.S. Coast Guard (USCG), heads the Maritime Liaison
Office (MARLO) in Bahrain.
Prior to this
assignment, he served as the Coast Guard's Chief of External
Coordination for the Office of Budget and Programs at USCG
Headquarters where he oversaw reports and responses to the U.S.
Congress, the Department of Homeland Security (DHS) Inspector
General, and the Government Accountability Office (GAO) on
search and rescue, maritime safety and security, migrant
interdiction, marine environmental protection, national defense,
and related maritime issues.
During the 2010
Deepwater Horizon Oil Spill in the Gulf of Mexico, he served as
Chief of Intergovernmental and Legislative Affairs to the
National Incident Commander, Thad Allen.
Earlier assignments
include Commander of USCG Base San Juan, Puerto Rico; Senior
Investigating Officer and Public Affairs Officer, Sector
Honolulu, Hawaii; USCG Chief of Port Safety and Security in the
Port of Baltimore, Maryland; Assistant Chief for USCG Port
Operations in Morgan City, Louisiana, and Maritime Inspector in
New Orleans, Lousiana. CDR Offutt has also served on the staff
of the Assistant Commandant for Marine Safety and Security at
USCG Headquarters.
CDR Offutt
participated in the Port Industry Training Program and is a
graduate of the U.S. Naval War College. He possesses graduate
degrees in Management and National Security.
